TOWN OF COLCHESTER
OPEN SPACE ADVISORY COMMITTEE
TUESDAY, MARCH 10, 2009
COLCHESTER TOWN HALL – 6:00 P.M.
REGULAR MEETING
Members Present: Chairman Nick Norton, Vice-Chairman Adam Turner, Jay Gigliotti, William Hochhlozer, Rob Misbach, Jay Cohen
Members Absent:  Liz Gillman
Others Present: None
1. Call Meeting to Order: Chairman Norton called the meeting to order at 6:03 p.m.
2. Citizen’s Comments: None
3.  Approval of the February 10, 2009 Regular Meeting Minutes: J. Cohen motioned to accept the minutes of February 10, 2009, seconded by J. Gigliotti.   All members present voted in favor with A. Turner and W. Hochhlozer abstaining.  MOTION CARRIED.
4.  Amendment of the January 13, 2009 minutes to reflect the approval of the December 9, 2008 minutes:  A. Turner motioned to amend the January 13, 2009 minutes to reflect that A. Turner had motioned to approve the December 9, 2008 meeting minutes, seconded by L. Gillman.  All members present voted in favor with MOTION CARRIED.
5.  Land Acquisitions:
• Mohegan Land Trust: A plan of the parcel was shown.  The property is under a conservation easement.  The development rights to the property are held by the Mohegan Land Trust.  The area is very wet and it is more than likely that nothing could ever be developed in the area.  If the town was to take the parcel over a land surveyor would have to mark it.  There is no money in the budget for this.  The restrictions on the property remain in the deeds of the homeowners but there would be no one to uphold the restrictions once the Mohegan Land Trust is dissolved.  A. Turner motioned to recommend to the Board of Selectmen that the town accept the land subject to the conditions that the Mohegan Land Trust provide the town with an A-2 survey and delineate the boundaries, seconded by W. Hochhlozer.  All members present voted in favor.  MOTION CARRIED.  
6. Farm Study Report: A. Turner met with approximately 50 farmers on February 26, 2009.  The meeting focused on gaining input from the town farmers regarding the recommendations of the agricultural consultant and then determining their priorities toward the studies implementation.  There were seven areas that received votes. 
A. Turner motioned to forward to the Board of Selectman for consideration the list of all items seen as priorities by participating farmers that attended a meeting on the recommendations of the agricultural consultant and the studies implementation, seconded by J. Gigliotti.  All members present voted in favor.  MOTION CARRIED. 
7.  Open Space Plan Discussion: 
• Recommendations, Section IX, page 29:  the Recommendations section was briefly reviewed.  Many of recommendations are items that are currently being worked on.  The data collection has just begun for the Town of Colchester Plan of Conservation and Development – 2010.
      A. Turner motioned to draft a letter to the Planning and Zoning Commission
      recommending that a member of the Open Space Advisory Committee be part of the
      Planning and Zoning Advisory Committee, seconded by J. Gigliotti.  All members
      present voted in favor.  MOTION CARRIED.
      8.  Any Other Business Deemed Necessary: There will be a tour of the town owned 
      portion of the White Oak property on Thursday, March 12, 2009.
9. Adjournment: A. Turner motioned to adjourn, seconded by J. Cohen.  All members present voted in favor. MOTION CARRIED.  
Chairman Norton adjourned the meeting at 6:52 p.m.
